Yes, you can get married in China.
For the lady, she only needs to show her ID card and her single status certificate.
For you, the passport, your visa to China/residence permit and your single status certificate (it should be authenticated by Chinese embassy in Ghana) are needed.

Hi,

Your site mentioned the Hukou but not the parental letter of permission. Another site said that the parents must submit written permission as well as the hukou. Usually the parents will control the hukou, as well, so it's basically up to the parents if people can get married in China?

Based on my information, the written permission from the parents are not needed for getting married.
