Indian applying Chinese Visa in South Korea

I am an Indian in South Korea. My ARC card is valid up to 30th November 2014 but my VISA in passport is valid for more than 6 months. I have a conference from 22nd-26th Sept 2014 in China. I wonder whether I will be eligible for applying from S. Korea.

I am afraid that you can't apply in South Korea because your ARC card's validity is only for around three months.
