Is it too early to visit harbin for the ice festival in late Dec 2014?

No, it is not. Some sites or acitivities of the ice festival will have the trial operation in late Dec. usually around Dec. 25, so you may enjoy some then.

Too early, im study here, the best time visit is end of dec or january
