Identification Document Russian Non-Criminal Certificate for Work Permit in China

Dear Sir or Madam,

my girlfriend is in the process of getting a work permit in China to work as an teacher. The agency, which is working on the process asked us to contact the Chinese embassy in Moscow to issue a document that the non-criminal certificate is of my girlfriend is correct (a sample is attached).
I have some question regarding this topic:
1.) Can you also issue this document? Because my girlfriend lives in Khabarovsk.
2.) Can a consulate also issue this document?
3.) How long is the processing time and what fee needs to be paid?
Thank you for your support in advance.

Hi, usually, the embassy will not issue a no-criminal certificate. It is issued by the PSB where the applicant lives. So it is suggested to contact the consular office in Khabarosk or embassy directly for consulting the details.
