He standardized the weight, characters and currency. He ordered to linked the former Great Wall to protect his people. But he charged heavy tax during his reign and peasants had heavy burden. Also he ordered to construct the Teracotta Warriors and his mausoleum to waste many labors and money! This is just my pesonal idea for your reference!
