Business Visa Applications to apply in China by Singaporean

Could you please confirm and advise whether Singaporean can travel to Beijing Embassy to apply business types on behalf of their staffs.
Now I am in UK Cameroon embassy to apply for business types on behalf of my staffs but were rejected as they will only do it for UK Citizens. (For the past few years, I have been applying in UK but now they stopped for foreigners)
