YYZ(Air Canada)-PEK(Air China)-MNL

I only have 3h50mins layover in PEK. My question is, would I have enough time? And do I need a transit visa for I only connecting flight from PEK going to my final destination which is in the Philippines? And how about my check-in luggage? Do I need to check it out then Ill check-in again to other airline? Thank you.
