Philippines Passport going to Zhuhai (Gongbei) from Macau

Hi, I am a Filipino who has never visit China before, and am currently working/staying in Singapore. I will be travelling to Macau in Oct, and going to Zhuhai. Can I apply for VOA at Gongbei Port (Zhuhai)? Is it 100% confirm I can get a VOA at Gongbei Port?
