Hello,According to the above table of the rainfall, it seems November and December with little rain. But I heard of that in December there are a lot of rain in that city. And there is also a song named come to Taipei to watch rain in winter. Does it mean the table of rainfall is calculated among the whole Taiwan?Do you have the data for this city only?Thank you.

Yes, according to the data of last year, there is a lot of rainfall in Dec. the table of the rainfall count all the area in TW, not only Taipei.
