how can I get to 31 Shatan North Street, Dongcheng from Beijing airport, terminal 2 ?

You can take the airport shuttle bus line 3 and get off at the Chaoyangmen Station. Then take a taxi to the destination, about 3-4km.0

Every 20 mins there will be a bus departing, and it takes about one hour to reach Chaoyangmen.0
