When will I receive my package?

Here is my tracking number: RI102287318CN. It says it has been in "Departure from outward office of exchange"
since Wed, 23 Jul 2014 14:45:00 GMT

There must be something wrong. You may ask the sender to call China Post and ask what happened to your parcel.
