Lost my HK Birth certificate, how can I get one in Quebec.

In where you are, you need to do it online and then get your certificate again by post.
The website of GovHK will help you to do it step by step. On that website, you can find a section called Immigration Service and applying for copy of your birth certificate is under that section.
