Cell Phones in Chongqing

My sister will be in Chongqing for a year, what options does she have as far as cell phone prices/plans for keeping in communication with us in the states?

Generally speaking, it is expensive to use Chinese cell phone cards to make international calls. I heard the China Mobile has a cheap card for international phone calls, but for detail information, your sister may need to go to the local outlets to consult.

Actually, we all use internet/Wifi to contact out parents in Canada. It is much cheap and convenient.

She can bring her smart phone (unlocked) and get a Chinese SIM and number for 10rmb at many shops all over the place. In China international texts cost 1rmb per text, which adds up fast. but if you can use a chat application then she can use 3G/GPS and text free. as far as call you would want to use skype or facetime depending on your platform.
