My daughter will be traveling to China in hopes to enroll in school when she gets there (she was a student last semester) and plans to register on arrival.

If your daughter is just traveling to China, the inviter in China is not necessary if she can provide her round trip tickets to China and hotel booking confirmations in China. Howeve, if she has a tourist L type, she cannot study in China. If she wants to study there, she needs to apply for a student type.
