I bought a ticket today at the railway station can I change it

can I change it to bed but I need down not up bed

you can not change a ticket for a lower berth, as all the seats or berths are giver randomly by the system, so you can not choose your berth or seat number when you purchase the tickets.
After you get on board, you can try to ask if the passenger on the lower bed is willing to change with you.
