About:Chinese Embassy in India
I have passport issued in Delhi but staying in Mumbai where should I submit Visa Application

You can apply one through the nearby CVASC.
Since you live in Mumbai, you stay apply through the CVASC in Mumbai.

If so, it is suggested to call the Consulate-General in Mumbai for asking again.
You may need to apply in New Delhi if the consulate also asks.
