She has Philippine passport and live in Philippine.

First, your friend needs to provide your sister an invitation letter. Then your friend need to apply for a Work Permit for your sister in local government such as Shanghai Employment Service for Foreigners.

Then your friend needs to send your sister the invitation letter and the work permit. Your sister needs to use these two documents and her passport and application form to apply for a work type in local Chinese embassy. If your sister is the first time to apply it, she still needs to provide her bank statement with at least 6 monthes' history.
