Can I bring Electric Mobility Scooter into Shangha and use it during my trip?

We are flying into Shanghai from Singapore for a holiday but I am physically disabled due to Parkinson and I need my electric mobility scooter (ems) for long distance journey. My ems can be folded into 80cm x 50cm x 45cm, weighs 27.3kgs with lithium battery 24ADC - 11.5Ah. Will I be allowed to bring my ems and use it in China if my airline agreed to let it onboard?

If your airline agrees that you can bring it with you, then you won't have problem in using it when you are in Shanghai.

But all of the Chinese airlines and airports won't allow me to drive the scooter to the gate, but force me to ride a very small (16" wide) wheelchair which is way too small for me to ride in.

Which airline is that please? They may not allow you to get the scooter delivered at the arriving gate, which has been my experience!!

I think you are missing a major point. To me, there is not much in terms of handicapped friendly infra-structure here. It is not only the airplanes/airports/trains that will be a problem.
