How or where are we going to apply for a tourist Visa to visit Tibet?

We are a New Zealand Citizen planned to apply for a tourist type to travel to Tibet around November. Are we going to apply first for a Chine tourist type before applying for a L type to Tibet. And where we are going to apply for a Tibet L type?
