howwhere are we going to apply for a tourist visa to visit tibet?

We are a New Zealand Citizen planned to apply for a tourist type to travel to Tibet around November. Are we going to apply first for a Chine tourist type before applying for a L type to Tibet. And where we are going to apply for a Tibet  L type? Thank you for some information about our inquires.

First you need to go to the Consulate-General to apply for a Chinese tourist L one. Then you need to join a tour group from a Chinese tour agency. The Chinese tour agency will help you to get the Tibet Travel Permit to enter Tibet, otherwise, you are not allowed to enter Tibet.

How or where are we going to apply for a tourist Visa to visit Tibet?
