About:Xian Travel

I would like to know can foreign travelers use foreign credit cards like "visa card" to do purchasing transactions and to withdraw cash (renmingbi) from the banks in xian?

In large shopping malls where they accept payment with credit card, the visa card is ok to use for a transaction. And I heard you can withdraw cash in the banks in the city, but the service charge is a little bit high.
