About:72-Hour Visa-Free Transit

Can a US citizen get visa on arrival in Shanghai for less than 72 hours stay?

He will be flying in from Dubai as well as back. What exactly is required to leave the airport? Thanks.

If you fly from Dubai and then fly back, you are not eligible for 72 hours free transit.
