How to open my blocked bank account?

My friend sent money to his icbc bank account in quangzhou,china from money changer in jakarta.when he want to tranfer the money,the bank said its blocked by the harbin china police,without knowig why they blocked the account.he ussualy transfer the money to the shop in china and also use the same money changer which already 3 years use this money changer and never have problem like this.now the bank told us to contact the police in harbin,but they dont know where exactly the police station is and also dont have the police harbin china number.we ask the police station in quangzhou,but theres no satisfaction answer.
