Is VOA for 5 days apply for all cities in China?

Hi,
I'm Indonesian passport holder. I want to ask a few questions:
1. I plan to enter Shenzhen from HK on 1 Jan 2015, Is the VOA office in luohu open?
2. I heard that I can get 5 days VOA entering to everywhere in China. After entering to Shenzhen on day 1 & 2, I will go to Guangzhou for 2 days. Then on day 5 will go back home from Baiyun Airport. Is that allowed?
