from where can i buy beijing-Ulan bator K23 or K3 train ticket in Shenyang?waiting ur quick response

no,you can't. Since neither K23 nor K3 pass Shenyang/

Then if i am buying ticket beijing-Ulan bator K23 or K3 ticket from international ticket office in beijing. is it available? is there has any ticket? How can i know? i mean, the train will depart from beijing on tuesday in the morning 11:22, so can i directly buy the ticket on tuesday or monday?

yes, you can buy the ticket in Beijing, but not in the railway station. the tickets are sold by the China International Travel Service, which is on the 2F of Beijing International Hotel, less than 500 meters away from the railway station.
you should buy the ticket a few days in advance.
