Yes, it is necessary to apply one at the CAVSC in Kuala Lumpur. Your itineraries, hotel booking confirming and round trip tickets, passport, application form with photo are needed for applying. If you are the first time to China, the bank statement, work certificate or professional ID are needed for applying.
