Are there any special requirements for HK visa if you're a Pakistani? but born and raised in Phils!

My husband (we're married 2008 both in civil and in catholic church) who is of Pakistan nationality but he is born and raised here in the Phils. He holds a Pakistan passport. We want to go to HK Disneyland for our daughter's 7th birthday next year (Sept 2015). Are there any special requirements for HK visa if you're a Pakistani? How do we go about it?

Just a backgrounder: Last 2006, we were supposed to go to HK but upon arriving at the airport he was not let in, he was deported back to phils the next day. He has no HK visa back then because when we went and inquired in Bureau of Immigration here in Manila, they said no visa is required even if you're pakistani because he is considered a native of the phils (being born and raised here and carrying a legal alien card). We really want to avoid that from happening again. We want my husband to be with us in HK Disneyland to celebrate my daughter's 7th bday. Please help! Thank you so much!!!

Apart from a HK visa, he doesn't need any other special documents to get in.
