Time for visa

Hi, I am Surya an Indian resident and need L type visa. So how much time will it take after submitting the form to receiving it finally. What are the eligible conditions and where to learn Chinese language.

Usually, after four working days, you can get yours finally.
For the second question, what condition do you want to ask? For learning Chinese, would you mind tell me which city you will go? In this way, I can tell a good one in that city.
