Am I eligible for a 72 hr. transit visa to visit Dali, Aug. 13,14,15?

I hold a US Passport. I am arriving in Delhi August 12. I want to visit Dali from Aug. 13 or 14 through the 15th or 16th (72 hours). After I visit Dali, I will go back to New Delhi.

Sorry, you are not eligible for the free transit, because Dali has not introduced in this policy.
