Non-Japanese living in Japan applying for Chinese visa

Hello, I am a graduate student at a Japanese university. I was invited to participate in a 6-day summer camp at a university in Beijing. Can I apply for it directly through the consulate in Nagoya? I hold a Russian passport.
Thanks!

Hi, as I know, you need to apply through a travel agency. Anyway you can contact the consulate directly at 052-932-1098 for more details.
