Sri Lankan passport holder applying HK Visa from USA

I'm planning to visit HK to do a training at one of my customers in HK. When I went to Chiense consulate in NYC, they asked me to call a HK tel number and check with them and I need kind of a OK from them.
What's the right procedure to apply HK visa for SRi Lankan passport from USA?
