About:Beijing Capital Airport Express Train

Beijing Airport Express Train to Jingtailong Hotel peak hour

Given that we arrive at 0705hrs would this be the best way to get into the City. If so where to get off so taxi to this hotel ?

I am a little confused about your question. Though here is my suggestion if I correctly understand you:
by express train, you are recommended to get off at Sanyuanqiao and then take a taxi to the hotel as too many passengers wait for taxis at Dongzhimen station. And it would be a bad idea to catch local bus or metro at that time, very crowded.

Given that the flight gets in at 0700 which is the best way in? We are not in a hurry necessarily. Is it express train to Sanyuanqiao as Merlin from UK says, and then a taxi from there to Jingtailong Hotel in Chongwen ?

That is a good way to go, but shuttle bus seems more convenient. You can take line 7 at the airport to get off at South T-junction of Qianmen Street. Then your hotel is within 1,200 meters away, so just walk along Qianmen Street and turn to Zhushikou East Street to find your hotel! It costs CNY24 in this way.
