how long does it take to get to gubeikou from beijing?

I wanted to go there in the morning by bus (sihui - gubeikou tunnel) and go back in the afternoon, is that possible?

It might be possible. The earliest bus from Sihui to Chengde departs at 06:30. It takes around 3 hours to reach Gubeikou. However, you'd better ask the driver if he stops at the Gubeikou tunnel. Those buses that go to Chengde on the express way won't stop at the tunnel.
