About:Chinese Embassies and Consulates

Can I apply with a German passport and US greencard for the visa at the consulate in Chicago?

I booked a sightseeing tour for 2 weeks through mainland China. Can I (German citizen) join my husband (US citizen) to the Consulate in Chicago and apply for the travel L locally based on my status as permanent resident?
