About:Embassy of Nigeria in China

can i apply for the visa from shanghai or need to get it from beijing?

If you stay in Shanghai, Zhejiang, Jiangsu, Anhui or Fujian, you can apply from the consular general in Shanghai. If you live in other places, then you should go to Beijing.
