Kyrgyztan passport holder transitting through Shanghai (Pudong) and Urumqi to Bishkek (Kyrgyzstan)

Hello,

I'm a citizen of Kyrgyzstan, currently I'm in Mexico (Tijuana) under my Mexican tourist visa for 10 years.
In the beginning of August I need to go back to my country (Kyrgyzstan). I'm planning to fly by Airo Mexico from Tijuana to Shanghai Pudong (arrival time is morning around 6-7 am). The same day I will fly to Urumqi by China Southern airlines and stay a night in hotel there. The next morning I will fly to Bishkek.

Can I apply for a transit G through China here in Tijuana (Mexico) if my status here is Tourist?
