Singaporean applying for student visa

I am going back to Peking university to resume my studies after my exchange. I intend to apply in japan. How should I go about doing it? I just received the school admission letter and the 202 form.

If you are now a resident in Japan, you can entrust a local travel ageny to handle application on your behalf.
