Can get 72 hrs free visa in shanghai if travel from Vietnam to Shanghai then to HK?

I would like to ask for a German passport holder, if he goes from Germany --> HK ---> Vietnam ---> Shanghai --> HK --> Germany.

Can he entitle to get the 72 hours free transit in Shanghai? is HK count as cities in China?

If can what does he has to do when he arrives Shanghai airport? Does he just show the airticket from Shanghai to HK to the Vietnam immigration department when he leaves Vietnam to Shanghai?

Thanks

Hi, HK is considered as the third region by this regards, So it is ok. But you are advised to contact the carrier airline first for more details. To my understanding, the itinerary from Vietnam via Shanghai to HK may not be considered as a direct transit so not safe enough to get free transit permit. You can also contact Shanghai airport directly via 0086-21-51105100.
