About:China Visa on Arrival
if i apply for VOA in shenzhen, can i travel and stay in guangzhou? and go back to HK from gz?

No, it is not allowed, VOA is for Shenzhen only. You have to apply for a full Chinese visa if you want to stay in Guangzhou.0
