From HZ West Bus Station, there are frequent buses to that lake. The buses are from 06:30 to 18:50 with interval around half an hour.2

It is around 160km. If you only need a tour guide, you can ask your hotel for help (if you will stay in one in HZ city).
Well, you are not allowed to drive in China with your own license.0
