x1 problem

My daughter (foreign) stays with mother in china (my wife) , daughter study primary school private, now we decided that we will change it to public however my daughter was issued 4 years student visa last year and is still 3 years to go, now my wife went to education office ask for a change, she has been told that she should come there every year with a letter from the school anyway and she is late ,they might refuse she says and asked her go to new school head teacher and brink some kind of letter from her, she went to new public school and head teacher was angry for the delay and does not want to issue it, without it my daughter cant study so its bad and strange as in China all residing kids should be going to school, now the question is can my daughter change it from student to q1 ??, must stay with mom, it still unsure but i hope as she has valid one and still study old school (few weeks left to end of year) nothing wrong can happened
