Should i need to pay the Visa fee at Shanghai Airport? Should i need to pay the fee both time?

I am an Indian Citizen with INDIAN PASSPORT travelling from San Francisco to Delhi and have a layover at shanghai for 5 hrs. My Flight is from San Francisco to Shanghai - Shanghai to Delhi. And my return flight is after two week from Delhi -Shanghai then layover for 3 hrs and then Shanghai to San Francisco.
