Hi I am a Sri Lankan living in Singapore with a Singapore Permanent Residency.

Can I apply for tourism? Or should it be for official purpose only?

Yes, but you may need to join a tour with a travel agency and travel in a group. Itinerary and invitation letter from a travel agency is required if you want to visit for tourism. You can try to contact the CVASC for confirmation.
