are businesses closed for the dragon festival? in particular wholesale / factory / manufacturers..

Leigh, you needn't worry about this. The factories or manufacturers won't be closed on that festival.1

Yes, normally the banks are closed at festival times, you can still use some ATM's but sometimes these dates are also used to carry out software updates and some may not work.
