May I know whether the observation deck entrance fee is compulsory if I only want to go for the 360° cafe buffet in Macau Tower?

As I know, the meals' fare for the 360 cafe buffet does not include the observation deck entrance fee, but I am not sure.
It is suggested to call this number (853) 8988 8622 for asking directly.
