My compliant letter which I sent by registered mail on January back today on May 23, 2014

I addressed to Shanghai Pudong police station on January. It was ovbious that they opened it and re sealed by glue. My compliant report was rejected by Pudong police.
I need to re-send send to other police station in Shanghai, Criminal Investigation Detachment

Above address I found. Can I address to Huangpu police station inShanghai, China?

This is fraud case and I still have hard time to get contact with Shanghai police.
I have to give up Pudong police station because even I called, they just ignored.
If enyone know the best way to contact with Shanghai police, please help me!!
