hello, i am a us citizen in nicaragua on a tourist visa.

Question

I am planning to travel with my father to China in September. I am not sure I will be able to return to USA with enough time in advance (2-3 weeks?) to ask for a visa in USA. My dad sent me this information about going to Costa Rica and asking for a Chinese tourist L. Is this possible for me?

I am afraid not if you are only a tourist in Nicaragua. The processing in the USA takes 4 working days only, so it is advised to apply for it when you return to the USA.
