What sort of visa will he need and how much?

My cousin who is an Citizen of Cyprus but is currently in Australia on a working/holiday visa will be traveling to shanghai in June for 2wks. He is in Darwin and we don't have a Chinese embassy here so how do we express post his application, because he leaves on June 15th?

Hi, your cousin needs to apply through CVASC in Canberra. The Center accepts post application, and the processing takes 10 working days. You can refer to CVASC's website for more details.
