S2 Visa for my daughter

I will be taking up a teaching position in Beijing China and will start 20 August. My daughter will be accompanying me. Since I have not entered China yet (my work Z is currently being processed), can my daughter apply for an S2 prior to us both arriving for the first time in China. The documents required can be supplied by my employer should she require them, as well as the documentation I must supply (as her parent) in order for her S2 to be processed.
