Actually, during his throne, there was no new leader to flight against him. Qin Ershi, the eighteenth son of Qin Shihuang, succeeded the power after his death. It was due to hereditary system that a new leader appeared after Qin Shihuang!3

Qin Shihuang's father was in charge of the throne before Qin shihuang, once his father died, Qin shihuang took place of King and ruled for 15 years, he was soon killed and his eighteenth son took place. His son was named, Qin Ershi.0
