For your transit, you have to go through the immigration, but no need to check customs if you hold the connecting flight boarding pass. However, as 21h is a little long, you are advised to apply for a transit permit to stay in the hourly loung for a rest!

Hi, E E.
I think you mean the stay permit? If so, you need to apply at the General Station of Exit and Entry Frontier Inspection.
For the hourly lounges fare, it depends on the duration you live and the terminal you plan to stay. Would you tell me more information if you want to know more detail?

Hi Jushan,
I will be having a 21h stopover in Beijing, after which i will be heading to Dulles airport in Washinton DC. May I know if I need a transit pass to stay in the hourly lounge? Also, will I be required to retrieve my checked in luggage during this 21 h stopover? Another question would be am I permitted to leave the airport?
